دليل إرشادي لتصـدير المـلابس الجـاهـزة للمشروعات الصغيرة

تحظى المشروعات الصغيرة في الوقت الراهن بإهتمام مخططي السياسات الإقتصادية والإجتماعية في مختلف دول العالم عامةً وجمهورية مصر العربية خاصةً ، وذلک إنطلاقاً من الدور الکبير لها فى التنمية الصناعية حيث أنها تساهم بدور فعال فى الإسراع بعملية التنمية الصناعية کتعظيم فرص العمالة والناتج الصناعى وتنمية الصادرات ، وتدخل المشروعات الصغيرة فى عديد من الصناعات المختلفة مثل صناعة الملابس الجاهزة ، وبناءً على ذلک إتجهت العديد من الهيئات المحلية والدولية فى تمويل وتنمية المشروعات الصغيرة بجمهورية مصر العربية ، ويُلقى هذا البحث الضوء على دراسة کيفية تأهيل هذه المشروعات للتصدير فى مجال الملابس الجاهزة بهدف التنمية الإقتصادية وتوفير فُرص العمل من خلال إعداد وتصميم دليل إرشادى يعتمد على آلية علمية وعملية لتحديد الإشتراطات الفنية الخاصة بتصدير الملابس الجاهزة للمشروعات الصغيرة .
أهــداف البحــث:  يهدف هذا البحث إلى:
1-    تصميم و إعداد دليل إرشادى لتصدير الملابس الجاهزة للمشروعات الصغيرة.
2-    إعداد دراسة جدوى لمنتج ملبسي مُعد للتصدير(دراسة فنية للقميص الرجالى).
أهميــة البحــث: تتلخص أهمية البحث في :
1-    المساهمة فى تطوير المشروعات الصغيرة بجمهورية مصر العربية لتصدير منتجاتها فى مجال الملابس الجاهزة.
2-    محاولة للتغلب على صعوبة الحصول على الإشتراطات الفنية الخاصة بتصدير الملابس الجاهزة.
3-    الإستفادة من الدليل الإرشادى المقترح فى إيجاد حلول سريعة لإعداد دراسة جدوى للمشروعات الصغيرة لتصدير الملابس الجاهزة لتلبية إحتياجات الجهات والمؤسسات الحکومية المسئولة عن دراسات الجدوى .
منهــج البحــث : تتبع هذه الدراسة المنهج الوصفى التحليلى للوقوف على البيانات والمعلومات الخاصة بصناعة الملابس الجاهزة والتصدير وتحليلها لإستخلاص النتائج التى تفيد فى الوصول إلى أهداف الدراسة.
عينــة البحــث : مجموعة من العاملين بالوزارت والهيئات الحکومية المعنية بالمشروعات الصغيرة عددهم (10).
مجموعة من العاملين فى مجال تصدير الملابس الجاهزة عددهم (14).
مجموعة من العاملين فى مجال الملابس والنسيج عددهم (22).
أدوات البحــث:
1-    إستمارة مقابلة للمسؤلين عن المشروعات الصغيرة والتصدير بالوزارات والهيئات الحکومية بهدف تحديد الإحتياجات الخاصة لبناء دليل إرشادى لتصدير الملابس الجاهزة للمشروعات الصغيرة ومعرفة الخدمات التي يتم تقديمها للمشروعات الصغيرة بصفة عامة والمعدة للتصدير بصفة خاصة .
2-    إستمارة مقابلة للعاملين فى مجال تصدير الملابس الجاهزة بهدف تحديد الإحتياجات الخاصة لبناء دليل إرشادى لتصدير الملابس الجاهزة للمشروعات الصغيرة ،ومعرفة الشروط والإجراءات اللازمة للتصدير .
3-   إستبيان لإستطلاع آراء العاملين فى مجال الملابس الجاهزة فى إعداد الدراسة الفنية الخاصة بالدليل الإرشادى المقترح من قِبل الباحثون لتصدير الملابس الجاهزة للمشروعات الصغيرة ، وهدف الاستبيان الى استطلاع آراء العاملين في مجال الملابس الجاهزة نحو الدراسة الفنية الخاصة بالدليل الإرشادى المقترح.
4-   إستبيان تحديد بعض الإشتراطات الخاصة بإعداد الدليل الإرشادي المقترح لتصدير الملابس الجاهزة للمشروعات الصغيرة يهدف هذا الاستبيان إلى استطلاع آراء العاملين في مجال الملابس الجاهزة نحو الاشتراطات القانونية والسلامه المهنية الخاصة بالدليل الإرشادى المقترح  .
حــدود البحــث : اقتصر البحث الحالي على دراسة  :
-        الإجراءات والمستندات المطلوبة للتصدير .
-        الدراسة القانونية واشتراطات الأمن الصناعي والسلامة المهنية .
-        الدراسة الفنية (دراسة جدوى فنية لمنتج القميص الرجالى) .
-        عدد (14) مصنع لتصدير للملابس الجاهزة لاستطلاع اراء العاماين فيها.
Research Summary
The small projects at the moment having a special interest from the economic are planners and social policies maker globally, with special interest in Egypt. This interest came out from its big role in industrial development depends on its contribute towards accelerating of the process of industrial development, such as venerating employment, industrial output, export development, and intervention projects small in many different industries as readymade garment industry.  Therefore many local and international organizations focused in financing and development of small projects in Egypt.
This research put light on how to rehabilitate these projects for export in the field of readymade garments to gain the economic development and job creation through the design of a guide based on scientific and practical mechanism to determine the export of garments for small projects and technical stipulations.

This study tracing the descriptive analytical method to find out the data and information for the manufacture and export of garments and analysis to draw conclusions that will benefit the access to the objectives of the study.

Research Tools:
SurveyForm  of officials who is responsible of  small and export projects in ministries and government bodies  to determine the special needs of the standard manual for the export of garments to small businesses and know the services that are offered to small businesses in general and for export in particular.
Survey Form for workers in the export of readymade garments in order to determine the special needs of the standard manual for the export of garments to small businesses, and find out the conditions required for export and procedures.
Questionnaire to solicit the views of workers in the garment field in the preparation of the technical study evidence extension proposed by the researchers to export garments to small businesses, and the goal of the questionnaire is to solicit the views of workers in the garment field towards the Technical study the evidence of the proposed extension.
